ORDINANCE 10-144
AN ORDINANCE AMENDING THE LAKELAND MUNICIPAL CODE TITLE 13, SECTION 13-419 “MUNICIPAL TREE MANAGEMENT;” PROVIDING BEAUTIFICATION DUTIES TO THE NATURAL RESOURCES BOARD AND PROVIDING AN EFFECTIVE DATE


WHEREAS, the City of Lakeland strives to be a beautiful place to live, work, and play; and,

WHEREAS, the City of Lakeland will benefit from a citizen board committed to promoting and coordinating beautification efforts; and,

WHEREAS, the Natural Resources Board has recommended that the Board of Commissioners establish a Beautification Committee; and,

WHEREAS, the Natural Resources Board has agreed to assume the responsibilities of the Beautification Committee,

NOW THEREFORE BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF LAKELAND THAT THE LAKELAND MUNICIPAL CODE BE AMENDED AS FOLLOWS:

Title 13, Chapter 4, Section 13-419 “Municipal Tree Management” is repealed in its entirety and replaced with attached Exhibit A.

This Ordinance shall take effect thirty (30) days after its final passage and publication, the public welfare requiring it.

EXHIBIT A


SECTION 13-419 MUNICIPAL TREE MANAGEMENT


There is hereby created and established a Lakeland Natural Resources Board. This board shall consist of at least five (5) members and no more than seven (7) members, citizens and residents of Lakeland, who shall be appointed by the Mayor and Board of Commissioners. Members of the Lakeland Natural Resources Board shall serve without compensation. The terms of the Lakeland Natural Resources Board shall be three (3) years. Initial appointments shall establish staggered terms by appointing two members to three (3) year terms, two members to two (2) year terms and the remainder of the members to one (1) year terms. There shall be one member of the Board of Commissioners appointed to serve on the Natural Resources Board with a one year term. The Lakeland Natural Resources Board shall choose its own officers, make its own rules and regulations and keep a journal of its proceedings. A majority of its members shall be a quorum for the transaction of business. The duties of the Natural Resources include: providing a venue to hear citizen concerns regarding natural resources related issues and to make recommendations or otherwise provide assistance to the Board of Commissioners or other boards regarding these community issues; to periodically review natural resources management ordinances and policies and to make recommendations to the Board of Commissioners regarding regulations and policies; to promote environmental education within the City of Lakeland; to promote pride and community interest in natural resources; to serve as a forum for the introduction of innovative ideas, programs, and policies related to natural resources; and to develop, coordinate, and monitor projects that promote pride in and beautification of the City of Lakeland.
ORDINANCE 10-143
AN ORDINANCE OF THE CITY OF LAKELAND, TENNESSEE AMENDING THE FEE SCHEDULE TO APPROVE A SPECIAL RATE FOR DAYTIME/SHORT TERM (LESS THAN 3 HOURS) OF THE I.H. CLUBHOUSE FOR LESSONS WITH A SMALL NUMBER OF STUDENTS


BE IT ORDAINED by the Board of Commissioners of the City of Lakeland that the Fee Schedule is amended to include the following fees for the IH Clubhouse:

1. Rates for use of the IH Clubhouse for up to 1½ hours during the daytime hours for purposes meeting the definition of training or educational classes as approved by the City Manager or his designee are: $12.50 plus a negotiated fee based on the number of students. A minimum number of rental periods (example, once per week for eight weeks) may be required for this rate.

2. Rates for use of the IH Clubhouse for up to 3 hours at the rate of $25 per hour plus 25% of the class fee revenues (minimum $2.50 per person) for purposes meeting the definition of training or educational classes are available during any daytime hours approved by the City Manager or designee and Monday through Thursday nights.

ORDINANCE 10-142
AN ORDINANCE OF THE CITY OF LAKELAND AMENDING SECTION 1-101 SUBSECTION (3) OF THE LAKELAND CITY CODE TO CHANGE THE DAY OF THE WORK SESSION


Be it ordained by the City of Lakeland, Tennessee as follows:

Section 1. Section 1-101 Sub-Paragraph 3 is hereby amended to read as follows:

Section 1-101. (3) The time of the Work Session shall be 6:30 p.m. on the Tuesday nine days before the first Thursday of the following month. In the event the Work Session falls on an Official Holiday or the Board of Commissioners deems appropriate by a majority vote a new Work Session date may be set.
